In mid-September 2026, the German Federal Ministry for Digital Affairs and State Modernisation launched a new funding program: Digital-Tech-to-Product.BMDS press release, 17 Sep 2026BMDS press release, 17 Sep 2026: „Die neue Förderrichtlinie „Digital Tech-to-Product – Entwicklung souveräner und marktorientierter Innovationen in digitalen Technologien“ unterstützt insbesondere kleine und mittlere Unternehmen (KMU) sowie Start-ups.“ It targets startups and SMEs that have already demonstrated a digital technology and now want to develop it into a market-ready product. The first call runs on a short clock, and the program answers a different question than the Forschungszulage. Thinking about both together pays off; booking both against the same costs does not.

Project outlines can be submitted for single-applicant projects and for collaborative projects. The distribution is the real signal about what is expected here. Only 15% of the assessment covers technical novelty, while 70% covers market effect and digital sovereignty combined. A technically strong outline without a credible commercialisation path and without a clear statement about your own technology stack stands little chance. Combining them is allowed, but only with the costs kept strictly apart. So the dividing line runs along costs, not along projects. This difference is routinely underestimated in practice. What matters is not how large the grant is, but which expenses it covers: a grant on one work package blocks that package's personnel costs entirely from the assessment base of the Forschungszulage, not just pro rata at the funding rate. If you want to use both instruments, you have to cut the work packages in advance so that every cost item maps unambiguously to one of the two pots.

Do the arithmetic on what is due by 11 October: twelve pages, four weighted criteria, a business model with a commercialisation path and a credible statement on the digital sovereignty of your technology stack. That does not happen on the side. If your proof of concept is in place, the project is already scoped and a start on 1 January 2027 fits your planning, the first call is worth a shot.
If not, the more useful next step is a different one. The development work that got you to the proof of concept in the first place is, in many cases, eligible under the Forschungszulage, and for financial years already past. That requires no call, no October deadline and no stage-gate milestone. And you close no doors: as long as the costs are kept apart, the route to Digital-Tech-to-Product in the next call stays open.
